Maybe for kids? Although I don't know why their parents wouldn't be watching them anyway. They have a swim from Newburgh to Beacon, so it can't be some huge safety issue.

Just walk away, Judy. Everything makes perfect sense in Beacon. It's Paradise. Now, will someone please buy my house?

I don't understand the river pool. Is it just a plastic ring stuck in the river? Why not just swim in the river then?
